The Fatah 110 had its first flight test in Iran in May 2001 (Andrew Koch and Steve Rodan, “Iran Tests Latest Ballistic Missiles,” Jane’s Defence Weekly, 18 September 2002) and was operational by 2004. There are also reports of Syrian and North Korean involvement in the production of this missile (Lennox, ed., Jane’s Strategic Weapons Systems 46 (Surrey: Jane’s Information Group, January 2007), 67-68.).
Reports of the Fatah 110 missile being delivered to the Hizballah appeared in the Israeli press in June 2007.
